This paper examines the impact of anti-money laundering (AML) oversight on suspicious activity reports (SARs) filed by real estate agencies in Norway. Using unique data on inspections, sanctions, and confidential SARs, the study estimates the effects of inspections on reporting through a difference-in-differences approach. The results show an increase in reporting post-inspection driven by entities with a low, positive number of prior filings, while report quality remains unchanged. There is no evidence of spillover effects; inspections do not influence the reporting of uninspected entities either geographically close to or affiliated with inspected ones. The findings suggest that AML oversight may create a learning effect for inspected entities but does not lead to sector-wide improvements beyond local effects. This paper contributes to the modest empirical literature on AML oversight effects and the general literature on regulatory enforcement and provides recommendations for improvements to the AML system.

Criminological research has long suggested that microgeographical crime patterns are remarkably stable over time; however, there is little consensus on how stability should be defined or measured. This study investigates the stability of spatial crime patterns in Oslo, Norway, over two decades. We review definitions and operationalizations of spatial stability and test three central hypotheses. Using 20 years of police-registered crime data, we apply K-means longitudinal clustering to examine crime trends at a 100 × 100 m grid-cell level. We expand upon prior research by explicitly analysing within-cluster variation, conducting separate analyses by crime type, and testing robustness to changes in temporal resolution. We also demonstrate an alternative method using predefined criteria and compare the results. Although cluster-averages or -medians suggest spatial stability, we observe substantial variation within all clusters, suggesting places are easily interpreted to be more stable than they are. Whether most places exhibit low and stable crime trends, or whether chronic hot spots exist in Oslo, depends on the operationalization of stability. The degree of within-cluster variation casts doubts on whether conventional clustering approaches alone provide convincing evidence of persistent patterns, without closer scrutiny. Spatial stability may be overstated when inferred from cluster models relying on annual data. These crime patterns in Oslo are better understood as stably unstable, reflecting patterned variability rather than fixed persistence. Substantial local variation complicates interpretations of long-term stability. We argue for more careful operationalizations of spatial stability, closer attention to within-cluster variation, and greater consideration of temporary hot spots.

Purpose
This study examines how police employees perceive checklist-based peer review of digital forensic reports as contributing to individual and organisational learning, focusing on traffic-light ratings, written comments and verbal feedback.
Design/methodology/approach
The study draws on semi-structured interviews with 13 Norwegian police employees working in digital forensics. Data were analysed using reflexive thematic analysis. Argyris and Schön’s theory of action informed the interpretation of participants’ accounts.
Findings
Participants generally perceived peer review as valuable for reflection, correction and improvement. The three components served complementary functions: traffic-light ratings gave a rapid overview and signalled discrepancies; written comments explained the assessment; and verbal dialogue allowed reviewers and reviewees to compare interpretations and professional reasoning. Ambiguous criteria, inconsistent ratings, emotional and relational concerns, time demands, and uneven organisational support constrained their usefulness. Organisational learning was presented mainly as a possibility that requires review insights to be aggregated, collectively interpreted, and incorporated into shared routines or standards.
Practical implications
Checklist-based review should combine ratings with explanatory comments and opportunities for dialogue. Organisations should also establish processes to interpret recurring findings and translate them into changes in shared practice.
Originality/value
The study provides context-specific insight into checklist-based peer review in digital forensic work. Its contribution lies in distinguishing the perceived functions of traffic-light ratings, written comments and dialogue among digital forensic workers, and how they view QC and peer review as a possible contributor to organisational learning.

Abstract Objective The Effort–Reward Imbalance (ERI) model is widely used to explain work-related stress and its health consequences. In policing, ERI research has primarily focused on sworn officers, while civilian employees have received limited attention. The purpose of this study was to examine whether ERI variables are associated with mental health and occupational functioning among police employees, and whether these associations differ between sworn officers and civilian personnel. Methods This cross-sectional study included sworn police officers and civilian employees in the Norwegian police. A random sample of 4000 employees was invited to complete an online survey, and 560 employees participated. Effort, reward, and overcommitment were measured with the 16-item short ERI questionnaire, and the ERI ratio was calculated from the effort and reward scales. Anxiety symptoms, depressive symptoms, work engagement, and job-related self-efficacy were assessed using separate questionnaires. Group differences were examined using analyses of covariance, and associations between ERI predictors and outcome variables were tested using hierarchical regression analyses with interaction terms for occupational role. Results In the covariate-adjusted analytic sample (N = 558), no significant differences were observed between sworn officers and civilian employees in ERI variables, mental health outcomes, or occupational functioning. Higher ERI ratio was associated with higher anxiety symptoms (β = 0.28) and depressive symptoms (β = 0.33) and with lower work engagement (β = − 0.27) and job-related self-efficacy (β = − 0.16). Overcommitment showed stronger associations with anxiety symptoms (β = 0.50) and depressive symptoms (β = 0.46) and was inversely associated with job-related self-efficacy (β = − 0.28) and work engagement (β = − 0.14). Occupational role did not moderate these associations. Conclusions The findings support the ERI model by demonstrating consistent associations between effort–reward imbalance, overcommitment, mental health, and occupational functioning in policing. Neither the levels of the ERI variables nor their associations with the outcomes differed by occupational role, suggesting that ERI processes operate similarly across occupational categories within a highly regulated welfare-state context.

Background: Police personnel are frequently exposed to potentially traumatic events (PTEs), increasing their risk for posttraumatic stress disorder (PTSD). While much research has focused on sworn police officers (SPOs), less is known about civilian employees (Civilians) who work alongside them. This study examined trauma exposure and probable PTSD in both groups within the Norwegian Police Service (NPS). Methods: A random sample of 4,000 employees received an invitation to a web-based survey in 2021, of which 560 responded (61.8% SPOs, 38.2% Civilians). Trauma exposure was assessed with the Life Events Checklist for DSM-5 (LEC-5), and probable PTSD was measured with the PTSD Checklist for DSM-5 (PCL-5). Logistic regression analyses examined group differences in trauma exposure and PTSD prevalence, adjusting for sociodemographic covariates. Results: SPOs reported significantly greater overall lifetime trauma exposure than Civilians (87.3% vs. 69.2%) and substantially higher occupational trauma exposure (72.0% vs. 21.5%). Probable PTSD was 5.6% among civilians and 2.6% among sworn officers; the crude group difference was not statistically significant (OR = 0.45, 95% CI [0.19, 1.09]). However, after adjusting for different trauma exposure indicators, the association reversed and became statistically significant (adjusted ORs = 0.12–0.16), consistent with a suppressor effect whereby the higher exposure among sworn officers masked their relatively lower risk of PTSD. Discussion: This is the first study to directly compare trauma exposure and probable PTSD among SPOs and Civilians in the NPS. While SPOs reported markedly higher trauma exposure, Civilians also faced substantial risks despite lower levels of direct occupational trauma. PTSD prevalence in both groups was lower than commonly reported in international police samples and broadly comparable to estimates from the Norwegian general population. Nevertheless, the high levels of trauma exposure underline that posttraumatic symptoms remain an important occupational health concern.

This article investigates how the Norwegian police’s Online Patrols contribute to the cultural production of monstrosity through their posts on social media. Drawing on theories of monstrosity as a shifting moral and cultural category, the study examines how police communication—though framed as preventive and informative—implicitly constructs boundaries between humanity and its monstrous others. The article employs the concept of “implicit narrative,” derived from Bakhtin’s theory of speech genres, to analyze how police posts implicitly activate broader cultural scripts. Through a close reading of posts about sexual predators, hate crime and women’s rights, the article explores different ways that the police’s social media presence draws from and play into ongoing cultural negotiations ultimately connected to morality and humanity. By situating police storytelling within the algorithmically governed and affectively charged landscape of social media, the article argues that digital policing practices are deeply entangled with cultural processes of othering. In this context, the law is not only a regulatory framework but also a narrative device through which monstrosity is constructed, contested, and circulated.

Ethnographic research is inherently fraught with ethical and practical dilemmas
that demand continuous reflexivity, particularly when studying institutions defined
by authority and secrecy, such as the police. This article examines how contemporary
processes of securitization shape ethnographic practice within these high-security
environments. Drawing on a study of Norwegian police control rooms – securitized
environments with restricted access – the analysis moves beyond viewing security
measures merely as logistical hurdles and instead conceptualizes them as part of a
societal trend towards a growing securitization of policing. By exploring how such
measures shape researchers by requiring them to obtain security clearances, by
delimiting what and how sensitive topics are put into writing, and by conditioning
future research practices, the article sheds light on the evolving tension between
academic ideals of transparency and critique, and the institutional realities of a
securitized field. It argues that this shifting context necessitates a nuanced
understanding of the dynamic relationship between researcher and field – one that
moves beyond standard considerations of institutional affiliations – and calls for
critical attention to how changing police policies actively shape the possibilities and
boundaries of ethnographic inquiry.

Abstract Simulation-based education is valuable as it creates contexts where instructors can analyse student learning in a performative sense. Investigating video records of simulation exercises, instructor teams collaboratively interpret and evaluate how students perform professional tasks, and the teams decide what to highlight in the upcoming debriefing. This study investigates how clinical experts, such as experienced teams of operators and facilitators, collaboratively analyse, interpret and judge nursing student actions during intensive care training. To our knowledge, very few studies focus on the pedagogical significance of researching how instructor expertise and professional judgement develop in simulation-based education. The analysis is based on 30 ( n = 15 h) video-recorded conversations between operators and facilitators in two control rooms at a Nordic undergraduate nursing training center. The results show how instructors continuously evaluate how, and to what extent, students’ clinical actions demonstrate progress toward learning goals and professional standards. The kind of professional vision emerging among instructor teams involves not only monitoring whether students' actions are performed correctly but also collaboratively considering whether these actions are contextualized within professionally relevant care procedures. It is argued that instructors’ collaborative interpretations are consequential for 1) continuously developing their expertise to interpret learners’ actions, and 2) their ability to point to relevant features of the simulation that can be used to shape students’ reflective engagement during the debriefing phase. The study contributes with analyses of how instructors’ collaborative expertise evolves when it comes to identifying and conceptualizing challenges students encounter while learning clinical practices.

This article examines the use of artificial intelligence (AI) in academic writing among PhD candidates in Norway, with particular attention to the guidelines, expectations, and institutional support available for the use of generative AI in doctoral work. The study was motivated by the dual role of PhD candidates as both students and researchers, a position that raises important questions related to academic integrity, independent scholarship, and supervision. The guiding research question was: What regulations, guidelines, and norms apply to PhD candidates at Norwegian universities regarding the use of generative AI? Document analysis was used as the method to investigate the research question. Our study was based on documents considered crucial for providing insight into the study’s purpose, that is, publicly available university websites and policy documents identified through web-based searches. The findings show that several Norwegian universities have developed AI-related guidance for students, which can be grouped into five main categories: (1) general guidelines and recommendations, (2) specific guidance for the use of AI in assignments, (3) ethical considerations and critical thinking, (4) legislation and privacy, and (5) national initiatives. Overall, these guidelines reflect an attempt to balance the opportunities and risks offered by AI with the need to uphold academic integrity, ethical standards, and data protection. However, the analysis also indicates that most existing guidelines are aimed primarily at bachelor’s and master’s students. There is limited attention to the specific situation of PhD candidates, particularly regarding their combined roles as students and independent researchers. The study concludes that doctoral education in Norway lacks clear and targeted guidance on the responsible use of generative AI, highlighting the need for dedicated institutional and national guidelines.

Covert policing is a specialised field characterised by limited research and a lack of research-based teaching. At the same time, it involves complex forms of judgement, interaction, and identity work that may be challenging to formalise and teach. This article examines how professional identity is formed in covert policing education through a reflection-based learning design at the Norwegian Police University College. The empirical material consists of daily reflection notes written by 14 students during a two-week course in covert policing. The analysis follows a stepwise deductive–inductive (SDI) approach inspired by Tjora (2018), allowing themes to emerge through close and iterative engagement with the empirical material. The findings show that professional identity is developed through three interrelated forms of competence central to covert policing. First, students cultivate situational awareness and self-regulation, particularly through recognising how stress affects cognitive capacity, decision-making, and interaction. Learning to manage these reactions becomes central to maintaining operational control. Second, students develop relational competence, where trust, credibility, and the strategic use of self are understood as core resources in covert work. Students come to recognise that both personal traits and interactional skills can be mobilised as professional tools, learning to use aspects of their own personality alongside communication strategies to build trust, influence others, and manage interactions. Third, students acquire an emerging understanding of operational identity work, including the construction, maintenance, and enactment of credible legends across physical and digital contexts. This involves balancing consistency and flexibility while responding to uncertainty, confrontation, and shifting interactional demands in both physical and digital contexts. These learning processes are shaped by a pedagogy that integrates practical exercises, continuous reflection, and collective learning dynamics, while also drawing on theoretical perspectives on covert policing. Reflection notes function as a mechanism for making tacit, embodied, and context-dependent forms of knowledge visible, helping students become more aware of their own learning while also allowing instructors to follow their development. Further, the group context plays a crucial role, as students learn not only from their own experiences but from observing others’ successes, failures, and coping strategies. Together, this creates an intensive learning environment characterised by emotional engagement, self-awareness, and a gradual development of professional judgement. The article contributes empirical insight into how reflection-based training can support the formation of professional identity in covert policing, a field marked by secrecy, risk, and limited transparency. More broadly, it offers insights into how complex and high-stakes police practices, where knowledge is often tacit, situational, and relational, can be taught, articulated, and critically examined within formal educational settings.

Organizations increasingly rely on team-based structures to address complex and rapidly changing work
environments. Psychological safety has been identified as a critical condition for collaboration and
learning within teams. This study examines factors that promote psychological safety and how
psychological safety contributes to learning in professional teams. A systematic literature review was
conducted to identify empirical studies examining psychological safety and team learning in real
workplace contexts. Following a structured screening process, ten peer-reviewed studies published
between 2000 and 2025 were included. The findings indicate that psychological safety is shaped by
factors at multiple levels. Leadership behaviors such as inclusive, entrepreneurial, and change-oriented
leadership play a central role, while organizational conditions, including job resources and supportive
cultures, further strengthen psychologically safe environments. Team-level dynamics such as emotional
intelligence, humor, and egalitarian interaction patterns also support collaborative learning. Overall, the
results suggest that psychological safety serves as a key mechanism that enables knowledge sharing,
open dialogue, and collective learning in professional teams.

Effective collaboration between the police and emergency services is essential for joint crisis responses.
The study investigates interprofessional collaboration between the Norwegian Police Service and the
Norwegian Fire and Rescue Service, emphasizing how shared goals and internalized relational factors
contribute to effective emergency response. Using a mixed-methods approach, both quantitative and
qualitative data were investigated. Data from 46.000 assignments was extracted from the Norwegian
Police Operational System (PO) and analyzed. In addition, data were collected through semi-structured
focus group interviews with police officers from multiple districts. A theoretical framework based on
D'Amour et al. and Helgesen, interprofessional education (IPE), interprofessional practice (IPP) and
communities of practice (CoP) is applied to analyze collaboration processes, emphasizing the two
dimensions shared goals and visions and internalization. Findings regarding shared goals and visions
revealed that both services perceive they are working toward common objectives, primarily focused on
public safety. These goals are value-based, not just operational, and are internalized as part of
professional identity. Shared goals facilitate coordination. Findings regarding internalization revealed
that trust, familiarity, and mutual knowledge are essential for translating shared goals into effective
action. Trust develops through repeated interactions, physical proximity, and joint experiences.
Colocation of dispatch centers and pre-established relationships enhance collaboration. Findings regarding
CoP indicate that emergency personnel resemble a CoP as they have a shared domain (public safety),
community (collaborative engagement), and practice (joint operational knowledge). Findings further
indicate that shared goals and visions provide a unifying orientation, aligning well with the concept of
CoP. To achieve a more cohesive and integrated emergency response, the study concludes that joint
training across emergency services is essential. Such training in the form of interprofessional education
(IPE) and interprofessional practice (IPP) would improve understanding of roles, competencies, and
responsibilities, while fostering a stronger interprofessional collaboration culture. IPE and IPP are critical
for fostering collaboration. Joint training improves: role clarity, communication, and shared values.
Recommendations include integrating IPE and IPP into formal curricula at both the Norwegian Police
University College and the Norwegian Fire and Rescue Service

This paper introduces a new pedagogical and psychological framework for understanding military humour:
the Competence Structures for Military Humour Model (COMMILHUM). The COMMILHUM model is
derived from six described categories of humour reported in the 14 scientific book chapters in the recently
published anthology Psychology of Military Humour. The model further draws from Semantic Theory
Construction (STC) as well as recent psychological and pedagogical research on mental and
organizational processes in unforeseen and high-stress events. The COMMILHUM model categorizes
humour into six distinct competence structures, each representing different humour styles identified across
the anthology’s chapters. These competence structures serve as indicators for which competences should
be developed across individual, group, organizational, and even national levels. Under the competence
structure Adaptive humour styles, we find the indicators (humour styles) such as affiliative humour and
self-enhancing humour. Sorted under the competence structure Maladaptive humour styles we find the
indicators aggressive humour and self-defeating humour. Under the competence structure Black, dark or
gallows humour styles, we find the indicators covering risk in dangerous situations, consisting of
insensitive, inappropriate, and include wicked comments and self-disclosure humour. Looking at the
competence structure Hierarchical humour styles, organisational humour, leader humour, and team
humour are important indicators to consider in order to create an better facilitation for the use of humour.
The competence structure Negative with positive outcomes humour styles deals with the indicators teasing
and self-deprecating humour. Finally, sorted under the competence structure Common humour styles, we
find standard jokes, spontaneous jokes, anecdotes, sarcasm, satire, the caricature, the pamphlet,
accidental humour, intimidating humour, de-escalation and disengagement, flirtatious humour and social
critic humour as different styles of humour used. Each competence structure encompasses specific
humour styles that can be developed to enhance learning, psychological resilience, group cohesion, and
operational effectiveness. COMMILHUM is designed to guide strategic planning by highlighting how
humour can be systematically incorporated into training, curricula, and leadership strategies before, during,
and after military operations or other unforeseen crises. Ultimately, COMMILHUM offers a structured and
evidence-informed approach to using humour as a resource in military contexts, promoting individual
learning, psychological readiness and organizational learning.

This article examines how the educational quality of blended police education can be evaluated in a valid and comprehensive way within the context of Norwegian police education. Taking the Alta pilot at the Norwegian Police University College (NPUC) as its point of departure, the study does not assess student outcomes directly, but instead analyzes whether the evaluation model currently proposed for the pilot is adequate for capturing learning quality, transfer to practice, and professional formation. The article’s main aim is to develop and justify a comparative evaluation framework that can assess whether blended police education provides learning outcomes and professional competence equivalent to those of the traditional campus-based programme. This study employs a qualitative and theory informed design to examine the extent to which the proposed evaluation of the Alta pilot is suitable for providing a valid and holistic understanding of learning quality and professional formation in blended police education. More specifically, the study proposes a theory-informed evaluation model that combines formative and summative outcome measures with process- and context-sensitive data across the two educational formats. In this way, the article seeks to clarify both what should be evaluated in the Alta pilot and how such evaluation can provide a stronger basis for future decisions about flexible police education in Norway.

Utilizing the Critical Incident Technique (CIT), this in-depth case study explores the role of individual safety consciousness in an adversary recruitment process. The data stems from the legal proceedings of a criminal case in which Russian Foreign Intelligence (SVR) successfully recruited a trusted employee from a societal safety-oriented organization. Based on three CIT categories: (1) professional recruitment strategies, (2) safety consciousness in the recruitment process, and (3) change in behavior due to the recruitment process, we provide a conceptual model and typology of insider threats. Conceptualized through security violations as accidental & neglective, self-motivated, and actor-driven insider threats, the results may help organizations delineate and target preventive efforts and draw on existing research.

Astrid Camilla Wiig besøkte Sølvsalen i Kongsberg 5. september 2026.
For eksempel, vil nedgangen i skjermbruk fortsette?

This study aims to trace how youth crime and at-risk youth in the Nordic context, and
beyond, are thematised in leading Nordic academic youth journals. Amid growing concerns about
youth crime and the portrayal of at-risk youth in national and social media, often relying on
stereotypes and oversimplifications, this study seeks to explore how diverse research practices
within youth studies engages with these issues.
Methodologically, we conduct a thematic analysis of academic publications from 2016 to January
2026 in prominent youth-focused journals, including YOUNG, the Journal of Youth Studies, and
the Nordic Journal of Youth Research. The analysis focuses on two main aspects: (1) documenting
the key themes related to youth crime addressed during this period. This could for example be
connected to issues addressing violent crimes, youth perceptions of criminal justice, Street Gangs,
social exclusion, marginalisation, poverty or violent youth groups; and (2) analyzing the theoretical
frameworks and methodological approaches used to understand young people's involvement in crime
and the social conditions shaping their lives.
Our contribution lies in offering a comprehensive overview of how youth crime has been addressed
in academic discourse over the past decade, specifically examining how youth criminal matters and
youth at risk are defined, approached, and given voice within this field.

The aim of this overview is to trace signs of theoretical and thematic changes and
development traits during the NYRIS conferences through the time span from the fifth conference
arranged in Tønsberg in 1996, and up to the fifteenth conference that took place in Oslo in 2022. The
empirical base of the presentation is abstract texts written by youth researchers from the Nordic
countries presenting papers during these decades, written for eleven conferences all together.
Abstracts that ended up as articles in the journal Young, will be of special interest here. Our paper
will focus on two main aspects: The first one is to document which subfields of youth research that
that are declining and/or increasing during this period. This could for example be connected to issues
addressing marginalization, education challenges, youth subcultures, sexualities or racism. The
second research interest will cross the subfields and document what kind of broad theories and
concepts that are most widely used during these 26 years. This part of the presentation will also
include quantitively documented trends of increase and decline. As an historical guide into the
founding years of NYRIS and its journal Young, we will use an article published by Johan Fornäs in
2013, Forever Young: The Beginnings of the journal Nordic Journal of Youth Research.

This study explores the evolution of educators’ professional expertise while monitoring, evaluating and assessing student learning in simulation-based education
(SBE). Drawing on sociocultural and dialogical theorizing, we examine how twelve educators analyse, assess and articulate student learning in this performative
setting. Conducted as an interactional ethnography in undergraduate nursing SBE, the study involved 15 hours of video recordings alongside complementary
data. Our iterative qualitative analysis, informed by Rooney and Boud’s (2019) concept of expertise as the capacity to “read” professional activities, identified
three overlapping modes of expertise. We describe these in terms of the presence of three distinct voices (Bakhtin, 1986): a) the voice of clinical expertise,
focusing on the care provided and its relevance; b) the voice of pedagogy/instruction, addressing student learning and assessment; and c) the voice of
simulation expertise, attending to the functionality of the simulation and scenarios. We argue that professional expertise in an instructional setting of this kind
does not emerge through appropriating a singular voice or perspective. Rather, expertise is multivoiced and emerges through the capacity to invoke different
kinds of considerations relevant for conducting simulations and making judgements about learning and instruction in a technologically saturated environme

Voldshendelser spres i offentligheten.

This roundtable explores emerging insights from a new double special issue on police–academic relationships, grounded in the concept of “fragile alliances” (Bacon et al., 2021). Drawing together contributions from across Europe, the special issue broadens earlier work (Bacon et al., 2021) by examining both formal and informal collaborations and the cultural, political, and structural conditions that shape them. The roundtable reflects on findings generated through a year long series of international workshops held in Belgium, Greece, and Australia in 2025 as part of the ESC Policing Working Group. Key themes include differing expectations of research, power and trust dynamics, precarity for early career researchers, boundary negotiations, and challenges around data access, independence, and ethics. By comparing experiences across diverse jurisdictions, the roundtable offers a critical space to discuss how police–academic relationships can be strengthened, sustained, and ethically safeguarded in an evolving European policing landscape.

From emergency call to prosecutorial decision: The becoming and movements of knowledge in criminal cases.
Fulltekst i vitenarkiv
Vis sammendrag
The decision by the public prosecutor on whether to bring a criminal case to court can be considered the final outcome of the police’s handling of an incident, presenting structured and orderly information summarizing what took place. Yet, before reaching this point, information travels through the police organization, interacting with technologies, registers, and databases. This project traces these informational pathways to examine how knowledge is produced and transformed in policing. We draw on unique data from the Norwegian police, starting with recordings of oral information provided during emergency calls to control rooms. These recordings are transformed into police logs within the system for call handling and incident management. We then follow incidents that develop into criminal cases, tracking the evolution of information through subsequent investigative steps up to the prosecutorial decision. By comparing the initial understanding of an incident in the control room with the final understanding reflected in the prosecution decision, we analyse how information changes, is emphasized or omitted, and how human and non-human actors contribute to these processes. The project advances understanding of the creation of knowledge in policing, the dynamics of information in criminal investigations, and the complex interplay between data, technology, and human judgment in shaping legal outcomes.

What is new, and what is old, in contemporary visions of what technology and digitalization can do for the police? While researchers have explored the many effects and consequences that digital information technology has had on policing, we know little about what happened when the very first digital policing tools were developed and implemented. In this presentation, we explore how digitalization was envisioned and introduced to the Norwegian police in the 1960s and 70s at the dawn of the digital age. We find that private tech-industry was a key agent in the computerization of the Norwegian police, promoting EDP (Electronic Data Processing) as a tool for more effective policing that could predict, control, and detect crime with scientific precision.
Due to lack of technological competence and resources, the Norwegian police became highly dependent on the facilitation, training and advise of private tech-industry, which also affected how the police understand themselves and their function in society. Investigating how the visions of entrepreneurs were translated into collectively held reference points, our study gives insight into the origination and embedding of “sociotechnical imaginaries” (Jasanoff, 2015) that has laid ground for how we today understand the fundamental nature of technology, crime and policing, and how we envision the future.

Stress in the Police: Concepts and Measures.
Universitetet i Oslo.

Policing is widely recognised as one of the world’s most stressful occupations. Extensive research has examined the impact of organisational and operational stressors on police employees. Although this literature, largely focused on sworn officers, consistently identifies organisational stressors as particularly burdensome, the field remains dominated by studies of operational tasks. Comprehensive reforms aimed at addressing the increasingly complex criminality have underscored the need for specialised professionals. Civilians from diverse professional backgrounds are now recruited to perform roles previously reserved for sworn officers, introducing new stressors that remain largely unaddressed. Moreover, the field offers limited insight into stress as a broader phenomenon, due to inconsistent definitions, limited theoretical guidance, and substantial variability in methodology and measurement tools.
This dissertation adopts a structured conceptualisation of stress grounded in two main perspectives: stimulus–response and cognitive appraisal, each with distinct methodological implications. In this dissertation, these perspectives are positioned at opposite ends of a continuum. Stimulus–response models understand stressors as objective conditions that elicit physiological, psychological, or behavioural responses. Cognitive appraisal models, in contrast, view stress as arising from individuals’ interpretations of internal or external demands, shaped by perceived coping capacity. Stress models are located along this continuum according to their theoretical proximity, making explicit the assumptions embedded in different measurement strategies and their analytical consequences.
Across three empirical articles, the dissertation examines how stress is conceptualised and measured in policing, and how methodological choices affect the credibility, coherence, and interpretability of empirical findings. The first study maps and summarises instruments used to assess stress in police populations internationally. The second study, focusing on investigative interviewers, demonstrates the utility of a single item, appraisal-based stress measure and provides an empirical example of an alternative to more commonly used stimulus–response approaches. The third study analyses how the widely used Police Stress Questionnaire (PSQ) has been applied differently across studies.
Collectively, the findings underscore that valid and reliable instruments yield meaningful results only when embedded in methodological frameworks consistent with their theoretical foundations. Few police-specific measurement instruments currently in use are updated to address emerging stressors. Closer alignment among theory, measurement, and analysis can promote more coherent and practice-oriented knowledge about stress in contemporary police work. The dissertation highlights the importance of context sensitive operationalisations and explicit specification of causal relationships between constructs and indicators. By systematically aligning theoretical positioning with measurement and analytical strategies, this work offers a foundation for more coherent, theoretically informed, and contextually relevant research on stress in contemporary policing.
