  This article investigates how the Norwegian police’s Online Patrols contribute to the cultural production of monstrosity through their posts on social media. Drawing on theories of monstrosity as a shifting moral and cultural category, the study examines how police communication—though framed as preventive and informative—implicitly constructs boundaries between humanity and its monstrous others. The article employs the concept of “implicit narrative,” derived from Bakhtin’s theory of speech genres, to analyze how police posts implicitly activate broader cultural scripts. Through a close reading of posts about sexual predators, hate crime and women’s rights, the article explores different ways that the police’s social media presence draws from and play into ongoing cultural negotiations ultimately connected to morality and humanity. By situating police storytelling within the algorithmically governed and affectively charged landscape of social media, the article argues that digital policing practices are deeply entangled with cultural processes of othering. In this context, the law is not only a regulatory framework but also a narrative device through which monstrosity is constructed, contested, and circulated.

  Digitalisation and the use of technology are at the core of knowledge production in policing. This paper presents various ways in which perspectives from the diverse field of science and technology studies (STS) can provide new insights into studies of policing. In detail, we suggest ways in which STS, with its broad and open perspectives, can be employed to investigate how different practices involving human–technology interaction within policing act as authorisation processes that turn uncertain information into facts. Through theoretical and empirical examples, we exemplify how STS perspectives can be used to address knowledge construction in three areas of police: operative practices, online presence, and criminal investigations. These examples demonstrate that perspectives from STS are relevant to many areas of policing as digitalisation and the production of digital information affect and change policing, not only at the micro-level but also as a whole. By doing this, we hope to present the field of STS with an organisation that is less commonly associated with it and police researchers with new perspectives on the interplay between technology and knowledge in policing.

  We examine how stakeholders (n = 74) in the United Kingdom, Finland and Norway perceive security authorities’ online surveillance capabilities, and how these perceptions form patterns transcending national borders and organisational boundaries. Using a Q-methodological approach, we found variation within and between nations that is usually obscured in the polarised public debates. Furthermore, our stakeholders presented areas of consensus not usually apparent in public discourses. We argue for using awareness of this nuance and areas of convergence as platforms on which to build more effective public debates to further principles of deliberative democracy.

  Understanding the contours and dynamics of police knowledge production necessitates consideration of not only the roles of organizations and humans but also the various technologies that are employed by the police. This article explores two digital technological systems used by police control rooms in Norway, namely their internal system for call handling, control and command, and Twitter, the social media platform. The control room is understood to be an epistemic culture, and we elucidate the systems as machineries of knowledge construction. Using the novel framework for interviewing digital objects from Adams and Thompson’s, Researching a posthuman world, this article scrutinizes how digital systems shape and define what becomes knowledge, uncovering and exploring how such systems have epistemic agency. The origins of the systems – one police-developed, the other not – have laid the basis for the systems’ affordances and the epistemic cultures they work within. While one works as a mostly friction-free system based on, and enhancing, internal police logics, the other is disruptive, laying a foundation for others to criticize and challenge the actions and logics of the police.

  Det norske politiet vektlegger i økende grad det som kalles kunnskapsbasert politiarbeid, der kunnskap skal være retningsgivende for praksis. Det har i mindre grad vært fokusert på denne kunnskapens tilblivelse. Artikkelen bruker en case fra politiets operasjonssentral for å utforske teknologiens rolle i produksjonen av kunnskap, i lys av perspektiver fra teknologi og vitenskapsstudier (STS). Vi diskuterer hvordan teknologiene er med på å forme hva som får status som kunnskap, og hvordan de løfter frem og tilslører forskjellige sider av virkeligheten.

  As an unintended consequence of the business model of social mediacompanies, a new actor has entered the process where tradition creates new genres: the algorithm. Platform algorithms live dynamic lives in intimate connection with their human users. They sort and filter, rank, amplify and conceal, and they affect what, how and when we share. They are non-humans who enter into the domain of human creativity. As such, they can be used analytically to understand the processual aspect of genre: Algorithms are alteringmechanisms that create continuity. This article will highlight the role of algorithms as actors in the process of tradition and discuss how this can elucidate genre as process. As example, we use the digitally born genre «Internet memes». We suggest a Bakhtinian framework to elucidate what role algorithms play in making the meme one of the most characteristic genres of connective cultures.

  Hvordan resonnerer deltakerne i overvåkingsdebatten over sitt ståsted, og er debatten så polarisert som den fremstår i avisspaltene? Vi har intervjuet personer som jobber med overvåking eller deltar i det offentlige ordskiftet om deres ståsted i debatten. Funnene både bekrefter og utfordrer polariseringen i det offentlige ordskiftet. Vi finner en grunnleggende forskjell i hva som anses som den største trusselen: myndighetenes overvåking eller kriminelle og terrorister? Med andre ord, er myndighetene en garantist for eller tvert imot en trussel mot befolkningens frihet og sikkerhet? Intervjuobjektene er enige om hva slags samfunn de vil ha, men ikke om hva som skal til for å oppnå et slikt samfunn, og hvilken rolle myndighetene spiller. Funnene viser hvordan en polarisert debatt utspiller seg i et relativt harmonisk og tillitsbasert samfunn.

  Juletrefesten som fenomen synger tilsynelatende på siste verset. Den er en attergløyme fra tidligere tiders offentlige og kollektive julefeiring. Da juletreet kom til Norge ble det snart midtpunktet i en egen, offentlig barne- og familiefeiring. Denne juletrefesten var kanskje i slekt med tidligere tiders juleleker, men kom nå i form av det Hodne kaller "oppbyggelige veldedighets-arrangementer», sprunget ut av paternalistiske tradisjoner der arbeidsgivere og øvrighet skulle bidra til dårligere stiltes julehøytid. Attpåtil befinner juletrefesten seg i dag på feil side av tida bokstavelig talt: mens den norske julefeiringa har flyttet seg tidligere på vinteren og gjerne tenkes å begynne i slutten av november og avsluttes før nyttår, svever juletrefest-tradisjonene langt ut i januar. Men juletrefestene er ikke helt forlatt. De feires fremdeles. På store arbeidsplasser, i foreninger og lag, og ikke minst i borettslag og sameier rundt i Norge finnes det ildsjeler som fremdeles entusiastisk organiserer populære, livskraftige og årvisse juletrefester. Dette innlegget tar utgangspunkt i to ferske feltarbeid hvor vi har deltatt på juletrefest og intervjuet ildsjelene som holder det hele gående. Vi skal diskutere hva det er som holder denne tradisjonen i gang, og spekulere i dens framtid. Når jula i økende grad handler om kjernefamilien og de gamle samfunnshierarkiene viskes ut og erstattes med andre strukturer, hvilken rolle spiller juletrefesten for folk da?

  Politiets profiler på X/Twitter har et stort antall følgere, og brukes også av folk som ikke har profiler på X/Twitter for å finne informasjon om hendelser. Elon Musks oppkjøp og påfølgende destabilisering av plattformen,skaper i skrivende stund usikkerhet om dens fremtid, og politiet er en av organisasjonene som vurderer alternativer til kanalen. I tillegg er politiet aktive på kanaler som Facebook, Instagram og TikTok, men med en helt annen profil. Denne studien har analysert på politiets poster på Facebook og X/Twitter, og spurt: hvilke måter kan politiet best navigere i spennet mellom å skape faktisk og opplevd trygghet gjennom bruk av digitale kommunikasjonskanaler?

  Utgangspunktet for studien er å undersøke hvordan de som jobber med eller deltar i debatten om overvåkning argumenterer for sine standpunkter. Studien er en del av forskningsprosjektet Taking Surveillance Apart, som er et treårig prosjekt finansiert av NordForsk. Prosjektet ledes av Universitetet i Dundee, Skottland, og har i tillegg deltakere fra politihøgskolene i Norge og Finland, samt Universitetet i St. Andrews og Universitetet i Edinburgh, begge Skottland.
